A definitive guide to the Oregon land use-planning program has yet to be written. The program has evolved over several decades into a rich mix of original and new planning elements, legal precedents, a push and pull legislative side that has reshaped land use policies and procedures, a re-structuring of the periodic review process, a new emphasis on urban livability and growth inside UGBs, and an inter-disciplinary approach to managing the state of Oregon’s growth.
